An organization's strategy is guaranteed by goals and plans. In other words, strategy is the aspiration of an enterprise, the goal is to realize the business value of the strategy, and the plan is the specific action steps to ensure the realization of the goal value.

With a specific plan around target values, we can avoid blindness in action and make work more focused. Therefore, companies that generally implement management by objectives will sign a target responsibility letter with each line before the beginning of the year, and come to each department and core employees to know what kind of target value to achieve this year, and what kind of target value is around it. Responsibilities, rights and obligations, what specific action plans should be made, what management issues need to be paid attention to in the process, and what incentive mechanisms will be in place after the goals are achieved.
